New rules, explained ahead of the 2024 season

The NFL is taking a page out of the United Football League (UFL) book this year.

Ahead of the 2024 season, the NFL decided to completely overhaul its kickoff rules and move to a format more akin to spring football. This season (and likely beyond), the special teams play guaranteed to happen at least twice a game will look very different than it did before.

Fans who have watched any preseason NFL action have likely already noticed how different kickoffs look: The kicker sits alone at his own 35-yard line. The rest of the coverage team and most of the return team line up five yards apart. There is something called a “landing zone”.

According to the NFL, these new rules were in part “to address the lowest kickoff return rate in NFL history during the 2023 season” and in part to reduce injuries that were prevalent on kickoff returns prior to last season .

Here’s what the new starting rules look like and what they mean:

The NFL’s new kickoff rules explained

Many aspects of the kickoff are changing in the new rules imposed for the 2024 season, but there are still some things that will remain the same from previous years. Here’s how the rules are set according to NFL Football Operations:

What doesn’t change:

  • At kickoffs, the ball will be kicked from the 35-yard line facing the longer side of the field
  • For safety kicks, the ball will be kicked from the 20m line facing the longer side of the field

What’s new this year:

Vocabulary to know:

  • Landing area: the area between the receiving team’s end zone and the 20-yard line.
  • Configuration area: the area between the receiving team’s 30- and 35-yard lines.
  • Restraint line: the receiving team’s 35-yard line

Pre-strike

  • The kicker stands alone at the kicking team’s 35-yard line
    • He cannot cross the 50-yard line until the ball reaches the ground or a player (returner) in the touchdown zone or end zone.
  • Each kicking team player, other than the kicker, lines up on the receiving team’s 40-yard line
    • Those 10 players cannot move until the ball reaches the ground or a player (returner) in the touchdown zone or end zone.
  • At least seven players from the receiving team must line up on the touchline (own 35-yard line)
    • Players not on the holding line must still be in the setup area and lined up outside the hash marks
    • Players in the end zone may not move until the ball reaches the ground or a player (returner) in the end zone or end zone

Hit results:

  • Kick lands in landing zone: must be returned
  • Kick lands out of bounds: Treated as penalty for delay of game on kickoffs – ball spotted on receiving team’s 40-yard line
  • Kick lands in the landing zone, bounces in the end zone: must be returned or knocked down. If downed, the ball is spotted at the receiving team’s 20-yard line
  • Kick in end zone, stays in: Can be returned or downed. If downed, the ball is spotted at the receiving team’s 30-yard line
  • Kick hits the end zone, goes out of bounds: The ball is spotted at the receiving team’s 30-yard line

Side kicks

  • It can only happen in the fourth trimester
  • The chasing team must declare the kick attempt to the referees
  • If the kick goes untouched beyond the end zone, the kicking team receives a 15-yard unsportsmanlike conduct penalty and the receiving team receives the ball at the kicking team’s 20-yard line.
  • Everything else: Sidekick rules from previous years apply

Other things:

  • If the ball falls off the tee twice due to adverse weather conditions, the kicker may use a kick stick.
  • Only the kick point changes for penalties assessed at kickoffs. The setup area and landing area remain the same.
  • Penalties on scoring plays will be assessed at the point after the attempt.
  • Attempt penalties will be assessed at the kickoff.
  • Safety shots may be from a tee, but the setup and landing areas are still the same as tee shots
